The European Union’s 9th research and innovation “framework program”, Horizon Europe (HE), has succeeded to Horizon 2020 since January 1^st, 2021.

After the generalization of Open Access to research publications (OA) and the introduction of open access to research data (Open Research Data, ORD), HE continues FP7’s commitment to Open Science.

This new milestone is based on the desire that the fruits of the research and innovation funded by the European Union may benefit the greatest number.

New measures on the publication of scientific results and the sharing of research data have been adopted by the HE programme (Stakeholder workshop : Novelties in Horizon Europe MGA (9 October 2020) (europa.eu)).

They move towards immediate open access to scientific publications governed by the end of the embargo, the eligibility of publication fees only in fully open-access journals, and the preservation of intellectual property rights for the beneficiaries/authors.

They support open archives that contribute to Research Integrity by providing information on any research output, tool or instrument needed to validate research results.

They require the transition from research data sharing (ORD) to data management according to the FAIR (Findable, Accessible, Interoperable, Reusable) principles and the principle of “as open as possible, as closed as necessary”.

HE is making available Open Research Europe, a new open access publishing platform for H2020/Horizon Europe beneficiaries.

Thus, by equipping itself with new tools for sharing research results and data, by encouraging the adoption of early and sustainable open science practices in funded projects and by ensuring that beneficiaries retain their intellectual property rights, Horizon Europe is committed to the continuation of previous framework programs following the path of Open Science (“Open science is an approach based on open cooperative work and systematic sharing of knowledge and tools as early and widely as possible in the process” – extracted from the template of the Technical Description of the project proposal (Part B) of an HE action).
